What do I get as a member of MSCF as compared to being a fair-share employee?      

The MSCF is the exclusive representative for all faculty, counselors, and librarians at the community, technical and consolidated colleges within the Minnesota State Colleges and Universities (MnSCU) system. MSCF is responsible for negotiating terms and conditions of employment and for initiating and working to resolve contractual grievances for all these state employees. However, there are certain additional benefits that are available to MSCF members but are NOT available to nonmember/fairshare employees. A partial comparison of member vs. nonmember benefits is shown below.

If I retire or resign or my employment terminates for any reason; does my membership in the MSCF automatically cease?   

No. You are obligated to notify the MSCF when you want to terminate your membership. Failing to do so may result in dues automatically being deducted from your pay in event you later substitute teach or otherwise get a check from MnSCU for some reason.

 

Am I obligated to pay dues no matter how few credits I teach?     

No. There are work assignment thresholds defined in state law that determine whether you meet the definition of "public employee". If your assignment meets that threshold, you are then automatically assigned to the appropriate bargaining unit and you are obligated to pay member dues or a fair share (85%) of those dues. The actual amount of dues will depend on the level of assignment. The thresholds defined in law are somewhat complicated but simply stated; if you teach more than 3 credits in a semester or more than 1 course of any credit value in a year, you exceed the threshold and will have dues obligations.

 

How is it determined how much dues will be deducted from each pay check?    

This amount can vary from year to year. The amount of annual dues for each membership level is set each year by action of the MSCF Board of Directors. The annual dues are then divided out over the number of payroll periods that exist between sometime early in September through the middle of May. This typically 17 or 18 pay periods. This happens automatically for existing members. For new members it depends on when their membership application is received at the MSCF office. The later in the year the membership is initiated, the larger the deduction will be from each paycheck because the full amount needs to be.

 

With my employment status remaining unchanged, may I change from Fairshare to Active membership at any time during the year, and vice versa?   

Yes and No. Yes, you may change from fairshare to active membership at any time during the year. Your dues deductions will be adjusted accordingly so that the full annual active membership level is deducted by the end of the academic year.

No, you may not change from active membership to fairshare at any time during the year. Any request to change from Active to Fairshare must be submitted before the end of August for the upcoming academic year.
